I am trying to figure out how to block certain people from renewing their subscription/membership (if they miss the 12/31 deadline, some are not allowed to renew without admin approval). I have set the block user to yes and marked them as unapproved (we require admin approval to join/renew past the deadline), but it still allows them to login and tells them they need to reactivate their subscription/membership and directs them to PayPal to pay the invoice.

What am I missing?

You probably set CBSubs to require a subscription and it's seeing they're blocked, which CBSubs will do if they don't have an activation subscription and then is behaving normally asking them to pay. Setting them as unapproved should prevent this though. Joomla version? CB version? CBSubs version?
