We are receiving the following Payment Gateway error:

Payment refused by payment gateway: The Global Payment System identification numbers are incorrect. Call Merchant Service Provider. (38)
HTTP operations with Credit-cards production server are not allowed for security reasons.

Our Gateway is Authorize.net. API and Transaction keys have been triple checked. Is this a sever/security related issue? Would appreciate any help/direction in this matter. Thanks.

You can't use Authorize.net without SSL. Looks like you've either your credit cards usage set to HTTP or don't have working HTTPS.

Thank you for the immediate feedback! We have initiated the process for SSL with our host server. Are there any steps on our end/Community Builder to switch over?

Nope, CBSubs will do the HTTPS switch over during payment. Just ensure within CBSubs > Settings > Credit Cards that it's set to allow the switch over and to use https (http is available for testing only).

We now have SSL and I have ensured that credit cards are set to allow the switch over and to use https. We tried making a payment but are now receiving a different error:

"Payment refused by payment gateway: The Global Payment System identification numbers are incorrect. Call Merchant Service Provider. (38)"

Again we have double checked our API, transaction keys, and MD5 Hash.

Is there a setting conflict on our end or is this something we need to contact Authorize.net on?

I think you may need to contact Authorize.net. Reviewing the error code it says "The merchant was incorrectly set up at the processor.", which is rather vague. Based off the below post on their developer forums you need to contact your merchant as Authorize.net wasn't setup properly for it.
