It works the same as the PHP function. The below example is already provided to you and in the description.
date( Y-m-d, [cb_date] )
If it's not a timestamp then you need to conver it to one using the below.
date( Y-m-d, strtotime( [cb_date] ) )
So example of your usage as follows.
strtotime( [registerDate] ) Less Than date( Y-m-d, strtotime( 2013-01-17 ) )
