I have a private Community, for past city police employees only.
So new people can register then they have to confirm their email and the admins get a pending announcement.
A person then checks them out to make sure they are legit. Some are not and they would like to be able to disapprove them but not send an email.
They also want the option to send an email sometimes.
Is there a way to do this in the work flow or does it have to be done by deleting the user completely?
Only way to reject them and not send am email is to modify comprofiler.php and remove the notification from the rejectUser function, but can't help you beyond that as we don't support core edits. Alternative is to simply delete them, but then the user doesn't know they were rejected, which is kind of rude to the user wanting to be a part of your community (being ignored is worse then being rejected). As for sometimes sending an approval notification, nope it always sends.
