I want to build a paying membership website where I want to charge $10 a month. If members invite other people to join after recruting 10 people they would get a FREE membership for life. Is it posible to do that with CBSubs and community builder??

If so, I currently have a Professional membership expiring on 2013-10-23. I know that I need to get the CBSubs addon can I upgrade to Developer to get that addon and pay the difference between memberships?

Sounds like it, yes. You could use CB Invites to handle the inviting. You could then use CB Query Field to count the number of accept invites. You could then use that query field to condition a 100% promotion within CBSubs so their purchase would cost nothing or conditionally display a free lifetime plan based off the query field value.
