No, CB Auto Actions acts on CB triggers only.

i see,

is cb_subs mailer different somehow from auto actions?

in the mailer automation setting, it says to set up the CRON there, can this not be achieved in a similar fashion with auto actions to create an email?

CB Auto Actions functions off of CB triggers and the data those triggers provide. CBSubs Mailer performs its own checks for what needs mailed when the CRON URL is navigated to and does not depend on any sort of trigger. This is completely different from the behavior of CB Auto Actions.
