Do you have custom rewrite rules in htaccess or did you alter the defaults in it? Seams to be working fine in all my tests on J2.5 and J3.0 as well as here on JP. Try changing the name of the userlist to something really simple and see if that helps as maybe a character in the userlist name is causing problems.
