Not all locations support HTML. Why do you need to have inline CSS? I suggest finding the location the string outputs and just add CSS for its selector to your template CSS file. You can use a span to encase a string to add inline CSS, etc.. example as follows.
DEFINE( '_UE_AVATARUPLOAD_DESC','<span style="color: #339933;"><b>Oui</b></span> si vous voulez que les utilisateurs puissent envoyer un portrait.' );
Not all locations allow HTML though so this may just get escaped or even stripped out.
