CB Connect isn't designed or tested on mobile. It uses a jQuery triggered popup window that I doubt will work on mobile. As for IE, you likely have a fatal JS error present that's breaking CB Connects ability to trigger the popup. Press F12 in IE and review the console for any errors while the page is loading and when clicking the button. Your IE issue could be due to the below bug.
