Ok, I've found!

there was a black space after "(" after soon LOWER

That's the correct syntax:

SELECT LOWER(REPLACE ( REPLACE ( REPLACE (`cb_city`, '\' ', '-' ), '\'', '-'), ' ', '-' )) FROM `jos_comprofiler` WHERE `user_id` = '[user_id]'
