Terms and Conditionals is just a URL. This could be a URL to a Joomla content article that you've translated. However a user not logged in has no language stored or selected so it's always going to be in your sites default language unless you've some sort of language selection module. If you're wanting to translate the string it displays then you can find its language strings as follows within your CB language files.

Ok.

Multilanguage Terms and conditions work in joomla, but don't work in the CB registration.

How I must do?

You need to translate the language strings I've provided in my previous reply. Please see the below regarding language usage in CB.
