arabic language problem

please i want solution for my problem:
when i write anything in arabic it appears like this ??????
and i don't know why i have installed the files for the arabic language
another problem that i can't translate every word to arabic

Please make sure that your database tables are utf8 encoded.

Database Collation utf8_general_ci
this information in my system info in joomla

i looked to my database tables and change the cb tables to utf8_general_ci
but its not working

please can any one help me with this problem

You have to make sure that this encoding is used in every table and every text field in your database tables.
