Yes, the group owner can set the invite access to Group Users, Group Moderators, Group Admins, or Group Owner. Setting to Group Owner means only the owner of the group can send invites.

Edit your group. It's group by group based. You can set the default value (not default does nothing for an already created group) within GJ > Config > Groups > Defaults and adjusting "Invite Access" as needed.
