The trigger you need I believe is onBeforeUsersListBuildQuery as it provides you with $tablesWhereSQL by reference so you could modify the WHERE statement of the query. The triggers full variables as follows.

$_PLUGINS->trigger( 'onBeforeUsersListBuildQuery', array( &$tablesSQL, &$joinsSQL, &$tablesWhereSQL ) );
