I have a pdf upload tab and a picture upload tab in my users profile page. I want to give directions like:

"Please click on the button to the right to upload more photos. You can also rollover images for more editing options"

(or whatever I end up putting). I ONLY want the logged in user to see this on their profile. As the directions would not make sense if they're viewing somebody else's profile. I already have the public instruction of "Click on an image to enlarge."

How do I add instructions for just that users logged in page?

Delimiter field with a IF substitution should work fine. You can use CB Privacy to hide it in profile edit as well if you only want it visible in profile view. Example as follows.

[cb:if user_id="myid"]Please click on the button to the right to upload more photos. You can also rollover images for more editing options.[/cb:if]

Actually one more thing. Is there a way to NOT have that show up in the "Edit My Profile" section? It worked great on the front end of "View My Profile" but the directions don't make sense in the tabbed area in the Edit section.

Yes, install and enable CB Privacy. Once done edit the delimiter field within CB > Field Management then set "Edit Display:" under "CB Privacy: Field privacy preferences" to "No edit display at all".
