Which is the Best Access Control System for Community Builder

Dear sir,
I have an Example Issue, that is-
1. 1st level is Admin,
2. 2nd level is Zonal Managers.
3. 3rd level is Branch Managers.
4. 4th level is Agents.

in the 1st level Admin can see all the zonal, branch, and agents.
then in the 2nd level zonal manager can view the members of the other zonal managers, but can see his below branch managers and agents.
like wise, its goes on...
so which is the best solution for this,
can i use community access component for this or any better thing is there
please help me out

CB doesn't have profile access usage like that. CBSubs won't do it either. At most you could use Joomla ACL and use it to control access to and display of users on various CB Userlists. Another option is to try using CB Privacy and its profile privacy field as it now supports View Access Level usage so you should be able to use Joomla ACL with it, but there's no guarantee that's going to work for your needs.
