I use cb 1.9 on jommla 3.0. (local).
On the registration and profile edit page the position of the tooltip hover is set to - relative to mouseposition. But I've got some links in the discriptions and so I it's necessary, that the tooltip overlib dosen't move with the cursor. Is it possible to change the behavior of the tooltip mouseover?

No, not without editing core files and changing the overlib to be sticky. We do not support core edits so I can not help you with this, sorry.
