No, you'd need to replace it using CB Auto Actions Email action on the onUserActive trigger (when their account becomes active) or after registration (they may not be active yet here!) and add an attachment to the email. I notice you also have CBSubs so if you're requiring a subscription of some form (free plan or otherwise) you could send an attachment with a CBSubs email.

All required fields need to be completed. Your email has no body. You must supply a To Address, Subject, and Body. You need to provide a full screenshot of the action as well as I can not see the triggers you're using or what the User parameter is set to, which could easily change the behavior.
