I am currently having this same issue.

Joomla 2.5.14
cb 1.9

I am able to log-in as the super user on both front and admin sections of the website, however anyone who is trying to log-in on the front who are in the "registered" group are getting that message.

I have looked through all of my permissions, with no luck.

Please Help!

I was able to solve this issue with further Google searches.
Just so other people who may run into this issue.

This was what solved my issue:
