It's our in-house custom plugin called CB Package Builder. Currently we have no plans to release it to the public. It is not a general download manager, but I suppose it could be used as one as it has the capability. Its purpose is to construct Joomla install-able packages though. You can use our package builder below.
However, DOCman I believe has a CB plugin to display downloads on a profile tab.
