Yes, but I advise against it. You're going to cause spam on an epic level and be blacklisted by every email provider. At any rate use the onAfterUserProfileDisplay trigger in a CB Auto Actions email action. Compare [user_id] against [cb:userdata field="user_id" user="#me" /] to ensure viewing user is not the profile owner themselves and if not then send the email. It's going to do this every visit so if they refresh or visit the profile 4, 5, etc.. times it'll send that many emails.
