You only want a specific usergroup being able to invite? No, no such feature exists. Invite access is based off the invite access parameter found while editing or creating a group. The access is based off the users relationship to the group. So for example you can set it to Group Owner so only the owner of the group can invite. CB Moderators can always invite as well as the Category Owner can always invite, those 2 being the exception.

No, the GJ invites are meant to be used by users of that group to invite other users to join the group. If you want to invite users to join the site it self you can use CB Invites, which you can limit to a specific usergroup (by adjusting the CB Invites tab access).
