Not without using CSS to format it that way or CB Auto Actions to add jQuery to the page that'll alter the DOM (usually not a good idea as it breaks jQuery bindings from CBSubs and other plugins).

It already can if you're using CB Bootstrap. CB Bootstrap will also be the default template for CB 1.10.0. Combine with a Joomla template that works on mobile (responsive design) you shouldn't have any issues.

Then you'd need to restyle the Bootstrap template to fit a dark theme. Aside from that I don't know what more to advise. The older templates are not receiving an upgrade at this time.
