No idea, I use Chrome exclusively and test with other browsers and am not experiencing any slow downs in CB regarding it.

I don't know. It's just an internal goal. We don't create hard release dates as it forces us to cut things or implement in haste, which is never good. If I need to push it more then the roadmap will be updated with the new date. I delayed it another week due to Joomla 3.2 completely changing password encryption which effectively caused new CB (existing are fine as far as I can tell) to not function at all (couldn't login and password encryption didn't work); so I had to implement and test a fix for this.
