I seem to be having an issue understanding and controlling moderator user groups.

My user group structure is as follows:

Public 1
|— Events Mgt 4 9
|— Manager 6
|—|— Administrator 3 7
|—|— Events Admin 1 14
|—|— Membership Admin 1 11
|—|— Shop Admin 1 12
|—|— Staff Gen 4 15
|— Registered 13666 2
|—|— Author 3
|—|—|— Editor 4
|—|—|—|— Publisher 5
|—|— Member 4408 10
|— Super Users

In CB | Configuration | Moderation I have Moderation Groups set to Membership Admin and noted that it talks of this giving moderation privilege to the assigned group and above. I assumed this meant to it and its children and probably Super Users. But a test user in Staff Gen is also being treated as a moderator, though not those in the Member group.

I note in the CB Manual pp66-7 it talks of access to the assigned group and all groups below with an example that it means those listed below - which would explain the Staff Gen working but not the Member one not working.

Is there any way I can achieve my goal of having moderator rights restricted to Memberhip Admin and Super User groups?

Having custom usergroups like that confuses CB. CB still uses parent > child relationships in most cases, but for J1.6+ this relationship usage doesn't exist anymore and its purely view access level and permission driven. The best I can suggest is try giving your Membership Admin group permission to edit users within CB > User Management > Options > Permissions.

Your suggested workaround is fine for controlling backend editing of user profile records.

However I have not found a way of giving a Membership Admin user a way of editing user records accessed via a user list in the front end. Is there a way I can achieve this, short of making them a Super Administrator?

You'd need to make them a CB Moderator so they'd need to have a usergroup that is considered a CB Moderator as configured in CB > Configuration > Moderation. They'd then need to navigate to the users profile on frontend and click to edit their profile on the CB Menu. There's no other alternative, sorry.
