Using PGP with CB was created by TheRingess
Is there a module that incorporates PGP into CB?

My thought is that I want to require my members to include a public PGP key as part of the registration. Then if they forget their password, they could submit a message encrypted using their private key, and the system could try to decrypt it with the one they gave. If successful, they are taken to a screen to change their password, otherwise they get an error message.

No, it does not. I suggest your users just use Forgot Login and request a new password if they've lost it. You can use CB AntiSpam to add Captcha to the forgot login form as well as have it keep track of forgot login requests (can also auto-block an IP if abused).

Customize it how? The forgot login page is hardcoded and its HTML output can't be changed without modifying core code. You can change its colors and some element placement using CSS though.
