The only way to do that is to add a Fields Delimiter fieldtype to your tabs then add whatever html/text you like. The tab description only shows in profile edit. It does not show in registration.

No file changes. It is a field. Please see the below.

1. Go to CB > Field Management
2. Click New Field
3. Select "Field delimiter" for "Type:"
4. Select your tab for "Tab:"
5. Set "Title" to "_UE_BLANK"
6. Add your description to "Description/"i" field-tip: text or HTML"
7. Click "Save"

You should now see the description you input on registration for your field.
