1. Why does the panes module only show for categories, not groups?
It relies on the group id being found int the URL. Do you have some sort of SEF enabled? If so try disabling it and see if still not working.
2. Is there any way to edit the group About info without panes enabled for groups?
No, it renders its menu item on the Group menu.

I've no idea, module may have a bug. I can't say for sure as most of this has already been rewritten for next release.
Is there some way to switch panes on in the GJ config and have it display only for admins?
No, why would you need to do this? Panes is responsible for display the groups information, logo, menu, etc.. Without it you can't join a group except from category views, which isn't very ideal for primary usability.
