We have allowed group messaging in configuration, and my understanding is that if there is no PM plugin installed, the message should be emailed to the members.
However, we have tried this and the emails are not being received.
We have tested private email to individual members and these are received.
Check the Notifications tab and force it to send Email Only then retry. Be sure to check spam folders to see if the email is being marked as spam. Please be careful with the message features, especially Group Message; this allows users to message everyone in the group all at once and since you're using Email usage this is extremely open to spam.
