I created the group as below:

Public
- Moderator
- - Channel Manager
Registered
- - Partner
- - Distributor
- - Reseller
- - - Gold Reseller
- - - Premier Reseller
- - - Silver Reseller

But I still get the same error. :(

Was default usergroups map modified? Your default usergroups should have the below IDs. If they do not then default permission mapping has been lost. I meant to suggest to place it under Manager and not Moderator, sorry.

Public = 1
Registered = 2
Author = 3
Editor = 4
Publisher = 5
Manager = 6
Administrator = 7
Super Users = 8

So you should have the following

Public
- Manager
- - Administrator
- - Channel Manager

This would work and confirmed working in a test install. Aside from that there's nothing more I can suggest as we have not upgraded our ACL usage to not be parent/child dependent (old usage from j1.5 and earlier), but this will be improve with CB 2.0.

I move the Channel Manager group under "Manager" group and it works now.
Previously, it doesn't work because new moderator group doesn't have administrator permission.

Alternatively, if I don't want to add Moderator to Manager group, give the administrative permissions (Allowed Access Administration Interface, Create, Delete, Edit, Edit State) to moderator group and assign the moderator to user group of user who I want to edit. It works too.

Thank.
