I would like to have specific files inserted in fields as a pre-filled default value. The idea is to have a "Library Tab" with a series of viewable/downloadable documents. These would be read-only and users would not be able to upload their own files, but simply be able to only see the ones that are the default value.
I have tried inserting the filename as the pre-filled default value, but have been unsuccessful.

You can't. I don't recommend using the file field to distribute files like that. Directly link to the file using a delimiter field or review some sort of 3rd party download manager solution for best results. Fields are user by user and duplicating a file hundreds of times over doesn't seam reasonable so I don't suggest going forward with your current usage.
