Hello
I can not publish a module only on users and userslist pages.
I have to publish it in a position on all pages of the site if I want to see all the users profile pages.
Is it just CB or it may come from Template?

Module placement is entirely based of Itemid from your menu items. So you need to create a Joomla menu link to CBs various pages and then should be able to assign modules. Userlists however you won't be able to specify a Listid to make it list specific due to a bug (fixed in CB 2.0).
