no drop downs ie8/xp was created by prophotodx

I have a joomla 3.2.1 site running php 5.3.3. When browsing the registration page from ie8 on windows xp the dropdown boxes are empty with no choices in them. I submitted a ticket with login info. The site is currently in development and using a default template. I need to keep the website url private. Help.

There are two known IE issues fixed in CB 2.0. Quickfixes can be found below to resolve in CB 1.9.
