Most CSS isn't going to validate, because CSS tricks are used to maintain browser compatibility. For example try to validate getbootstrap.com/css/ , which is just Twitter Boostrap (used by CB and by Joomla) and you'll see plenty of errors due to these CSS tricks. There's nothing we can do about this as it's an issue with browser developers failing to follow standards (looking at you IE) so these CSS tricks are needed to ensure consistent styling.

In short no website will ever be clean of W3 validation errors unless you support only a single browser. Also browser styles (vendor extensions) will never validate and they're used pretty much in every modern CSS you'll find.

Any website with modern CSS likely won't validate. The site validating is not using modern CSS and has an extremely basic design. That's fine if that's what you're after, but that's not what we or Joomla are targeting. W3C standards are very strict. Trying to adhere to them in a dynamic environment like Joomla with multiple extensions, etc.. is going to be near impossible. In addition to that user experience trumps everything. If user experience has to suffer for the sake of W3C validation then you've lost significantly more than gained.

Further example is Joomla 3.2 by it self doesn't even validate and that's due to using advanced usages like Bootstrap and LESS output. You can check this below if you like.
