Is it possible to set up a form to edit user data’s from another user?

Yes, there's API to edit a user. You'll need to of course develop all of such usage either as a Joomla extension or new CB plugin. Alternative is make the user a CB Moderator then they can edit other users if you allow moderator profile editing. See the edit API usage example at the bottom of the below tutorial.

You need to write from the ground up code to handle what you're wanting using the above CB API to perform the storage. Only users self or CB Moderators can edit users through CB frontend; so you need a custom solution if you want other users to edit other users that are not CB Moderators.

Using CB Moderators could be a solution.
I do not understand the difference and the common parts between:
Joomla Groups <--> GroupJive Groups
CB users <--> GroupJive Users
Is there a description or a tutorial?
