Yes, it should display just fine but the user viewing the userlist still needs proper access. Ensure the field is set to display on profile, is on a tab that's accessible, and the file fieldtype plugin is enabled. CB Privacy and CB Conditional could both possibly condition it away as well so ensure its display isn't being blocked by either of those.
