No, you need to use conditionals to check the state of the trigger. Example as follows.
Subscription of PLAN_ID as become Active
Triggers: onCPayUserStateChange
Conditional 1: [var3] Equal To PLAN_ID
Conditional 2: [var2] Equal To A
Subscription of PLAN_ID as become Expired
Triggers: onCPayUserStateChange
Conditional 1: [var3] Equal To PLAN_ID
Conditional 2: [var2] Equal To X
