If I am understanding your question correctly then first suggestion is to download and study the CB documentation (located in the Advanced download area that you also have access to).
Additional input for you:
1. You can create frontend user lists that show your registered users (see user list chapter in your CB documentation).
2. Users can even search your user list (if you configure it this way) and find other users and visit their profiles in order to request connection.
