I suggest using JCE. It'll allow you to configure an editor on a per usergroup basis. So your registered users for example could have a significantly more limited editor.

That's the only solution as CB has no control over what the editor does and does not display. Joomla built in editors do not have much control on a user by user or usergroup basis. Only JCE or a few other editors available on JED provide such functionality.
