Please post any new support issues or questions on the Professional support forum or CBSubs GPL forum areas.
Regarding this specific question, things are working as designed.
If you manually subscribe a user ro a CBSubs plan from backend, then the payment process is bypassed, so no payment basket exists.
If you want to record a payment, then do not do this from the backend.
Login as superadmin in frontend, visit the user profile you want to record a subscription to and start the process from their - but you would need to activate an offline payment method also.
I believe there is a specific section about this action and use case in your CBSubs manual.
