The first %s of _UE_NEWPASS_MSG is the username, the second %s is the site URL, and the third %s is the new password. This will change with RC/Stable release of CB 2.0 though as we'll be removing all define usage in favor of CBTxt where replacements will be more clear. The email I believe also supports substitutions so yes you should be able to use [username].
