Edit the module within Extensions > Module Manager (be sure to change type to Administrator) and ensure "Display Mode" is set to "Drop-Down Menu". If already set then something in backend is likely conflicting or it's just a browser CSS cache issue (press Ctrl + F5 to refresh without cache).
