cant find basic information on how to set up users, groups or any of the key main features to a community site.

First of all, I agree, the documentation can (and will) be improved.
As CB 2.0 will have many changes I am at the moment working on the next wave of CB documentation which hopefully will be online (instead of current just pdf format).
At the moment the following references are available (I am posting a full list in case you or some other readers missed something):

5. CB PMS integration guide (outdated but useful) instructs you on how to configure CB integration for uddeIM and other PMS extensions. It is available in the Advanced download area.

7. All extra add-ons have very detailed tooltips explaining what each parameter is for. This is not real documentation but still useful.
