Need help to configure add article. Set up menu / page. Need article submission to go to email for approval.

I don't think that Joomla has such built-in functionality - perhaps there is some third-party Joomla plugin that you can use for this - check out the JED.

You can create a Joomla menu link with the Type of Articles > Create Article. That allows display and usage of the article submit page, but I've no idea if it sends an email for approval. You may want to look into K2 as it has more features than Joomlas built in content component.
