Yes, CB Auto Actions has 2 built in triggers found at the top of the triggers dropdown. 1 being Internal General and another being Internal Users. Internal General fires the action on an empty user object. So it's good for management actions that execute PHP for example. Internal Users fires the action on every CB user row or on the &users specified in the URL. Both of the URLs to trigger these actions can be found in CB Auto Actions > Config > Internal.
