I am using the latest version of Joomla v3.3.x and the latest CB Pro version. I get the following error when attempting to create a front-end menu item "Submit an Article": 403 - You are not authorised to view this resource.
CB has no control over Joomlas submit article page. It sounds like you've a view access level issue though. Check that you've a Joomla menu link with appropriate access or that your permissions are set correctly in Joomlas content extension. If you've any further issues with submit article I suggest posting to Joomla forums as perhaps is a known issue in Joomla.
