Best way to do that currently is use CB ProfileBook as its ProfileBook tab allows a user to provide a rating and a post at the same time.

The user can enable approval, which requires the profile owner to review and publish the post. It's not designed to be a Review system though so if you're wanting something like reviews seen on JED then it might not be what you're after. A new plugin is planned to provide more review like features after CB 2.0 goes stable.
