Tab order (arrows are not present)

I am trying to change the order of appearance of the Tabs, I would like that the tab photo was following the contacts tab, but strangely the photo tab does not have the arrows:



and also by changing the value in the column reorder and press save nothing happens, it is always the first tab.
How can I fix it?

Tab ordering is position based. Notice the tab in middle position has no arrows, because it's the only tab in that position. To order it how you're wanting you'll need to first make sure those 2 tabs are in the same position.
