They are all public. Edit does not show up at the top of the page as it does on all my other sites. No way for a member to edit their contact information or photo.

So 2 things #1 the Edit does not show on the CB Menu above the photo and #2 why is that icon next to the photo?

#1 the Edit does not show on the CB Menu above the photo

Is the user viewing themselves or are you viewing another users profile? If viewing another users profile you need to user the moderator parameters are configured properly in CB > Configuration > Moderation.

#2 why is that icon next to the photo?

Don't understand your issue. Please provide a screenshot.

Update for those reading.

Issue was caused because the Menu tab was unpublished.
