Is CB2.0 fully compatible with Joomla 2.5.27 so it might be even the better way?

Yes, I primarily develop on 2.5.27 to better ensure compatibility.

Ok then I will do another test upgrade from 2.5.27 with 2.0 to 3.3.x with VB 2.0 and see if the issue will be there as well.

Even after changing the upgrade order, the issue remains.
This is what the user list menu item looks like in admin after upgrading to Joomla 3.3.x

And this is what it should look like (after re-assigning it)

Menu usage was bugged in CB 1.x, which is why it showed no type. We have this fixed in CB 2.0, which is why it shows the correct type and has its parameters now.

There's an issue in CB 2.0 with Userlist fallback though. If no Default userlist is available to the user it just shows the error that no list exists. This is fixed for next Nightly build.
